There should be a diffrent staff system then AW has.
What do I mean with that?
The staff of a VP universe should be allowed to perform various actions like e.g. adding/deleting accounts without having to be on the privileges of the superuser (citizen 1) like in AW universes.
What I sugest:
Superuser (by default only citizen 1): This user can perform ALL possible actions and can make people any rank. Admin: This user can do the same things like the Superuser but can't make other people Admin or Superuser. Moderator: This user only has acces to the banlist and not to the user-database.
It may also be handy to have logs of staff-actions like on this forum.
The names don't really matter. I just sugested the system in which people can have the same privileges as citizen 1 without having to use his/her privilege password.
This would change the hiëarchy a bit. The global caretakers e.g. would be great for controling the private worlds.

i don't think controlling private worlds would be necessary...
I think that if you allow people to rent-buy worlds you should make categories like AW has. So a price based on the size and type of the world. If the world owner wants to use the world for commercial purposes I think he should pay a little extra.
The owner of a VP universe will always be the one responsible for whatever happens in any world so I do think there should be some kind of controle in private worlds.
